L-aġenzija DBRS (Dominion Bond Rating Service) ikkonfermat ir-rating ta’ pajjiżna bħala A (High) b’outlook stabbli. Dan hu l-aħjar rating li qatt ingħata lil Malta minn din l-aġenzija.
L-esperti tad-DBRS jirrimarkaw li “recent economic performance has been remarkable”, bit-tkabbir fl-aħħar ħames snin ikun aktar minn tliet darbiet il-medja ta’ bejn l-2004 u l-2012. Ir-rapport tad-DBRS isostni wkoll li “Malta continues to outperform EU average growth rates”.
Filwaqt li jirrimarkaw li t-tkabbir ġej minn diversi setturi ekonomiċi, l-esperti tad-DBRS jinnutaw li “higher investment, a larger labour supply and enduring benefits from the energy reform will continue to buttress potential output”.
Ir-rapport isostni li “Malta’s fiscal performance has improved significantly”, fejn defiċit medju ta’ 3.5% tal-ġid nazzjonali nbidel f’surpluses ta’ aktar minn 2%.
Minkejja li xi uħud f’pajjiżna jippruvaw jagħtu l-impressjoni li s-surplus ġej biss mid-dħul taċ-ċittadinanza b’investiment, l-esperti tad-DBRS jgħidu li “Malta records a surplus even if the net proceeds from the IIP are excluded”.
Dan minħabba l-effett pożittiv li kellha l-ekonomija b’saħħitha fuq id-dħul tal-gvern kif ukoll “improved spending efficiency”.
Ir-rapport jilqa’ l-fatt li l-gvern qed ikabbar l-investiment pubbliku filwaqt li xorta jkollu surplus. Fl-istess ħin li ssemmi t-tnaqqis fil-piż tad-dejn pubbliku u tgħid li “the public debt ratio is expected to continue falling in coming years”, l-aġenzija DBRS tisħaq li sa tmiem l-2018 il-Fond Nazzjonali għall-Iżvilupp Ekonomiku u Soċjali diġà kien laħaq 3.5% tal-ġid nazzjonali.
Minkejja li xi uħud f’pajjiżna jattakkaw ir-reputazzjoni tas-sistema finanzjarja, skont l-esperti tad-DBRS, “the Maltese financial system remains sound” u li “the government is pursuing strategic action to be implemented by 2020 to enhance its AML/CFT framework.” Ir-rapport jilqa’ wkoll il-ħidma tal-gvern “to improve the separation of powers and the independence of the judiciary”.
Skont id-DBRS, “Malta has relatively sound public institutions”. L-esperti internazzjonali jikkonkludu li “there are some judiciary and regulatory changes ongoing that could improve the overall governance, delivery of which may be forthcoming in the next twelve months”.
It-titjib fil-finanzi pubbliċi u fil-governanza li tinnota d-DBRS hu bażi b’saħħitha għal aktar titjib fiż-żmien li ġej. Il-gvern jilqa’ dan l-aħħar ċertifikat pożittiv għal Malta u jtenni r-rieda tiegħu li jżid il-pass ta’ riformi biex il-qagħda ekonomika u soċjali ta’ pajjiżna tkompli tissaħħaħ.
